Dial Before You Dig or DBYD is a not for profit national organization for preventing damages to Australia’s massive underground infrastructure such as electrical cables, gas pipelines and so on. It is an eminent free public service help-desk that came into existence in the nineties, following the evolution from the Perth One Call system which was founded on 16th February 1987. It comprises of state entities with organization members from both asset and non-asset infrastructure owners.

How does Dial Before You Dig works?

Working principle of Dial Before You Dig is easy and straight forward. The following are its defined four-step online process:

1. Lodging A Free Enquiry

The user or the interested party who is planning to dig at an identified site lodges an enquiry with DBYD at-least 2 to 3 days in advance by filling an online enquiry form for free. The user must provide detail information in the form including start and end datUnderground Service Locator for the project, type of work and location.

2. Notification To Registered Members

Once an enquiry form has been properly filled, it is submitted to the DBYD system. The DBYD registered members are notified subsequently to file their responses in a time-bound manner, usually in 2 days.

3. Members Response

All registered members and particularly any affected utility operators respond directly to the enquiry and mark the underground utilities along with their assets.

4. Receiving Cover Sheet And Confirmation

The user directly receives reply and confirmation in their inbox from the affected DBYD members within two working days. ‘Plans’ noted on cover sheet are the common information shared by the infrastructure owners detailing the location of their assets. It is advised to NOT to proceed unless the ‘plans’ are received from all affected asset owners.

How can you become a Certified Dial Before you Dig operator?

Becoming a certified DBYD operator is a three-step process:

1. Self Assessment

This step checks the locator’s experience in the specified area. A set of questions relevant to the locator’s expertise are asked and their responses are gauged during the self-assessment. It is important for locators to not enrol for the next step assessment until they have all the required equipment with proper expertise in their working field.

On successful completion of self-assessment, locators are invited to enrol for writing Locator certification and make a payment of 1,195 AUD.

2. Theory Assessment

Theory assessment is online and locators are asked with MCQ’s about locating. A one hour time is allocated to finish the exam. On successful passing, DBYD Certification Ltd invites the locators to schedule for the practical assessment. Each locator is allowed to appear for a maximum of 2 times on failing the exam, with a resit fee of 150 AUD for each appearance.

3. Practical Assessment

It is the last step in achieving the DBYD certification. The Practical assessment is conducted at a specified site location and locators must have all the required equipment to carry out practical work which will be assessed by a certified examiner. On passing, a Certificate of Completion for the ‘Certified Locator Program’ is issued. Also, the certified locator’s names and contact information are displayed on the website.
